Effectiveness Implementation Restorative Justice On Combating Violent Crimes In House Ladder In Jurisdiction of Central Jakarta Metropolitan Police

Indonesia, as a country governed by law, implements a civil law system based on the principle of justice to maintain public order. However, domestic violence (KDRT) often occurs, especially in the form of complaints, which are difficult to process due to psychological factors of the victims and slow police response. Law No. 23 of 2004 concerning Domestic Violence regulates protection for victims. This paper aims to analyze the application of restorative justice in handling domestic violence in the jurisdiction of the Central Jakarta Metro Police, as well as identify supporting factors, obstacles, and efforts made by the Police to improve the effectiveness of restorative justice implementation. Furthermore, the analysis results indicate that restorative justice is effective for cases of mild to moderate domestic violence, by improving the relationship between the victim and the perpetrator and reducing the psychological burden on the victim. However, for more serious cases, formal legal channels are still necessary. The Central Jakarta Metro Police are strengthening the implementation of restorative justice through officer training, inter-agency collaboration, community outreach, and improvements to the reporting system. To increase effectiveness, wider socialization of this concept and improvement of the quality of mediators and psychologists are needed. Collaboration with social institutions is also important to build a comprehensive protection system and pay attention to the safety of victims.
